RTI Knowledge Centre

The RTI Knowledge Centre is a centre under the aegis of the Institute of Management in Government (IMG), the Administrative Training Institute of the Government of Kerala. Established with the objective of strengthening both the demand and supply sides of the Right to Information Act 2005, the Centre focuses on empowering government officials and citizens through targeted capacity-building initiatives.

Recognized by the Department of Personnel and Training (DoPT), Government of India, as the State Nodal Agency for capacity building under RTI Act, IMG conducts a wide range of programmes—including training sessions, seminars, workshops and sensitization drives.

Headquartered in Thiruvananthapuram, with regional centers in Kochi and Kozhikode, IMG has successfully trained thousands of stakeholders including Public Information Officers (PIOs), Assistant Public Information Officers (APIOs), First Appellate Authorities, government officials and citizens to promote the effective implementation and use of the RTI Act.

The Centre also operates the RTI Knowledge Portal—a comprehensive digital platform offering online certificate course on RTI Act 2005, expert advisory services and curated RTI resources. It conducts interactive training programmes for various government departments, public sector undertakings (PSUs) and autonomous institutions across the State. To further support stakeholders, the Centre operates a dedicated helpline through both phone and email to address queries related to the RTI Act. Additionally, it has developed an RTI Handbook, featuring a well-organized compilation of frequently asked questions (FAQs) and answers, serving as a practical reference for both officials and the general public.

The activities of the Centre are monitored and guided by an Advisory Committee chaired by Shri K. Jayakumar, IAS (Retd.), Director of IMG and Prof. Dr. Ram Mohan R., serves as the Convenor of the Committee.

In 1956, the Travancore-Cochin Government established the 'Clerks Training School' renamed as 'Staff Training Centre' in 1966, to impart training to all Government employees. In 1976, the 'Kerala Institute of Public Administration (KIPA)’ evolved from the State Training Centre to impart orientation training to the Government employees. KIPA functioned from three centres: Trivandrum, Kochi, and Kozhikode. The Institute of Management in Government (IMG), established in 1981, is a revamp of the erstwhile Kerala Institute of Public Administration (KIPA). Designated as the Apex Training Institute for the State, it plays a vital role in developing a highly competent public service workforce by imparting professional training and skill up-gradation support
